Doesn't necessarily apply to pirates. It really means any person or entity that is said to have a role, but is never shown fulfilling that role. The Mario brothers are a notable example, in that they are known as plumbers, but are rarely shown in any continuity actually fixing any waterworks.
But, you know who should have been also mentioned? Cap'n Crunch (at least not nowadays). Except that the page currently has no Advertising section. Upon typing the trope name along with "Cap'n Crunch" into Google, I come across another trope: Cereal Vice Reward. Here, it's mentioned that the captain, in fact, used to sail the seven seas and fight other pirates. (That retro box of the stuff that Mom bought weeks ago shows him with kids dressed as sailors, as well as another pirate.)
So anyway, while I was reading that page, Mom thought I was crying, when in fact, I was really just mock-whining while reading some of the quotes within the examples and the image (e.g. "I just wanted some CEREAL! Why did you have to make things so complicated?").
Mom suggested that I email Brian and Marie a link to the page, but I didn't really get around to that. In any case, here's a link, in case you didn't click the hyperlink:
