Oct. 31st, 2010 07:20 amJust asked yesterday on the Bulbagarden Forums, why starting with Black and White, TMs are now infinitely reusable instead of being one-use only. Here is Hunter Blade's answer:
They removed the ability to transfer items with a Pokemon when you "migrate" them to BW. They needed to be reusable, or you wouldn't be able to teach more than one Pokemon that move, due to TMs normally only showing up once in the game.

Double whammy here!
One, being able to use TMs only once was always part of what made Pokemon challenging since their very first generation. The fact that they could only have been used once (not counting HMs, which can only be forgotten with a Move Deleter's help, and not at all in RBY) was exactly the reason I rolled for double-5's whenever I got a new Pokemon or came across a TM. (Good, though, that players can't expect PP refills just by teaching TMs to Pokemon.)
The other thing is, I can't transfer items between games when migrating Pokemon? Each Battle Tower or Frontier in the Gen IV games has this whole array of items that you can redeem Battle Points for, and you're not gonna be able to send them over with your Pokemon? Gee, so much for any reason to bother challenging the Battle Tower/Frontier in any of those games, beyond teaching Pokemon any TMs or tutored moves that got a double-5. Being able to transfer items b/w Gens III and IV at least gave the Frontier in Emerald some kind of purpose. (And also, what about certain things like the Orbs that are supposed to go with Dialga, Palkia, and Giratina? Will those be obtainable in Black and White?)
You know what, Game Freak? I'm not buying any new games until I'm done with Diamond, PBR, HeartGold, and Platinum, and when I do, I'll make sure it's a used copy, be it from Ebay or GameStop. For the record, the games I bought or received new included Red, Silver, Crystal, Emerald, Pearl, Platinum, HeartGold, and SoulSilver. Eight games, nine if you count Brian's copy of Blue from Christmas of 1999, which was the only regular Pokemon game he ever played. So yeah, even though the rest of my games were used copies upon purchase, you have one less customer to worry about. Not even gonna bother getting a copy for my birthday, which its U.S. release will coincide with, which also means one less game that will be sitting around for whatever length of time.
Oh, and I was already planning on going back to one game, like Gens I and II remained even post-Pearl. I'll make sure to read the player's guide to see if there are any Pokemon that require specific Pokemon migrated (like how Regigigas required the three legendary golems from Hoenn), so that I don't have another fiasco like when I was playing Pearl.

As an inverse to this whole TMs-now-reusable in Black and White, I've decided that for Parasitic Trio, Pokemon can now learn as many moves as they will naturally, instead of being limited to four (mainly because sticking to the move rules from the games would not really translate well in fanfiction). So, that, too, will do away with dice being rolled each time a new Pokemon or TM is obtained. However, the use of TMs is still limited. Here's how:
Pokemon can only learn one TM from when they are born, plus one additional move for every ten levels they grow or each time they evolve. (Think of Pokemon as the equivalent to weapons in Dark Cloud 2, and TMs as the equivalent to crystals and/or coins.)
(Since this would make forgetting and/or re-learning moves irrelevant, Heart Scale collectors would now take one Pokemon in the Trainer's party, and burn four moves to a new kind of disk called a BM (Burned Machine), which can then be used to teach each individual move to one Pokemon.)

Right now, I'm feeling somewhat inclined to start over with Pokemon Diamond. However, there is still that entire checklist from less than ten entries ago, on which I only managed to strike out one item. (Not to mention that we just got another pile of firewood yesterday, just a few days after I finished moving the first pile.) So, at the very least, I think I'm gonna take care of that MMZ footage, and then I'll see if I'm still interested in Diamond.
With that said, I should ask Melissa at some point if she ever bothered to create a secret base in any of her games. If she did, or if it interests her, then we could meet at Starbucks to play Capture the Flag once I establish one of my own.
